Suspense – Voters in the above table are registrants who have had their Voters Certificate or other mail returned to a county office.  Pursuant to state law, new Voter Registration Certificates are mailed to all voters in December of every odd year.  State law requires that the Certificates may not be forwarded.  A returned certificate indicates that a person may no longer reside at their registered address and their voting status is changed to “Suspense.”  According to state law, a Suspense voter is still eligible to vote if they fill out a Statement of Residency declaring that they still reside in Guadalupe County.
